    摘要:

    2016年9月28日,台风和暴雨等极端天气袭击了新能源发电占比高达48.36%的澳大利亚南部地区电网,最终导致50 h后恢复供电的全南澳大利亚州大停电。这是世界上第一次由极端天气诱发新能源大规模脱网导致的局部电网大停电事件。文中从事故前电源比例、事故演变顺序、事故后黑启动运行阐述“9·28”事故全过程。重点从灾害预警在线计算辅助决策系统、系统转动惯量、低电压穿越要求、低频减载、黑启动预案等多维度讨论该事件对中国电网安全运行的启示。

    Abstract:

    On 28 September 2016, electricity supply in South Australia was interrupted in the region under a black system across the state where renewable energy generation accounted for as high as 48. 36% and lasted for 50 hours until load was restored. This is the first regional blackout event in the world triggered by severe weather with large amounts of renewable energy that tripped off the grid. This paper describes the whole “9·28” blackout event step by step from pre-event generation power ratio, sequence of blackout evolution to post-event black system restart. The enlightenment of “9·28” South Australia blackout event to the safe operation of Chinese power system is summarized from different dimensions, like online calculation ancillary decision-making system, system moment of inertia, low voltage ride through requirement, low frequency load shedding and black system restart plan.
