    摘要:

    2019年8月9日,英国电网发生了停电事故,造成了相当大的影响。英国电网运行机构提交的技术报告指出,事故源于独立并发的多重事件,造成突发大功率缺额,超出了相关标准的设防要求。系统频率的下降最终触发低频切负荷控制正确动作,导致对部分负荷供电中断的事故。文中叙述了事故的演化过程,梳理和总结了技术报告中给出的事故分析结论,并提出了关于频率稳定控制技术的若干建议,包括提高切负荷控制的精准性和快速性、研究阻断连锁反应的控制逻辑、重视新能源发电设备动态行为的系统级实验验证。

    Abstract:

    On 9 August 2019, a blackout event with significant impacts occurred in the UK electric power system. According to the technical report submitted by the electricity system operator, UK, several separate and simultaneous events led to a large amount of sudden power deficiency that exceeds the requirements of the security and quality of supply standard(SQSS)in terms of the infeed loss that was required to be secured for. This caused a rapid fall in system frequency which eventually triggered the correct operation of the low frequency demand disconnection scheme, resulting in the supply disruption to a significant number of customers. This paper presents a description of the event evolution, conclusions and recommendations, based on the technical report. Several recommendations related to frequency stability control technology are then proposed, i. e. improvement of the accuracy and rapidness of load tripping as a control action, research on the control logics to block chain reactions, and enhancement of the system-level experimental verification for the dynamic behaviors of new power generation equipment.
